Stephen, I'll help you with information as I find it. As mentioned much of the relevant information (The primary record) disappeared from the National Archives in the 1980's. I plan a raid on Washington before the year is out with the purpose of rousting the Archives. Perhaps the myriad records on Ordnance were simply misplaced, or "trickled down" behing some file cabinets. I will get a roster of who was on the staff at the period the records disappeared.
The 13 inch Seacoast Mortar was the strategic weapon of it's day. Federal projection of power would have been much weaker without it's presence in their arsenal. The Mortar in St. Michael's Cemetary is a valuable relic of the conflict. I hope you have the funding and energy to carry out maintainance of the memorial.
