I would suggest that you talk Cemetery management as to obtaining a VA tombstone.
Here in Reno, NV the local cemetery took care of all the paperwork for me once I'd provided them with my man's service record.
However, in this case, the veteran was buried in the cemetery in an unmarked grave.
