I thot they might be baseball players except for the boots so I hunted up some pictures of players from the 1880's and 1890's and they don't have that "military" type cap. Their caps are "softer" if that makes sense and the 1880 guys wore shoes with maybe 6" sides while the 1890 guys actually were for the most part wearing spikes.
