ok. I knew I could dig it up! Go to Still's Iron Afloat, pg 153-156. I'd forgotten that Lynch threatened to sink the Hansa. "Soldiers also boarded the Hansa, removed the marine guard, and took the steamer to the army quartermaster's wharf" The really bad standoff occurred because Mallory ordered Lynch to put Navy cotton aboard two runners, Hansa and Alice. A mixup in Richmond resulted in the War Dept ordering one vessel to remain and one to leave port. Lynch ordered the Hansa to stop, put a marine guard on her and anchored her under the guns of the ironclad North Carolina. It got so bad that one of the privates present stated that Lynch had the North Carolina load and run out her guns! Richmond apparently realized that they couldn't leave both Lynch and Whiting in proximity. They seem to have decided that Whiting was more valuable in Wilmington than Lynch.
