Terry- I looked through the volume you cite for March 9 and thereabouts. Could you provide page number. Sometimes the records bounch around chronologically. I can't find Davis's order.
I am graced with a local library that has both the Naval and Army records. Yesterday afternoon I was perusing Series II, Volume 3 of the ORN when I noticed that pages 340-348 were missing. It appears they were not bound in. This volume has correspondence of a diplomatic nature and contains information not available anywhere else.
Davis stepped in several occasions that I can think of. The Richmond Riots are one of note. He hopped in the surrey and faced the crowd directly.
