The pocket is inside the haversack on the backside of the bag. I would not even think about scissors or snips to remove fixed powder charges. You can bust them off with no problem, the powder bag is just tied onto the sabot. Only the projectile is strapped down to the sabot and you are not removing that in the case of double canstier. Numbers 3 and 4 are equipped with a tube pouch. This is what holds the friction primers, lanyard, and a priming wire. I am using the terms/ names of items as used in the period manuals. I do this for a couple of reasons mainly so everyone can have a clear understanding of what is being discussed.
It is nice getting some feedback on my question.
