I don't think they are related immediately although maybe back two or three generations.

Andrew J. Briscoe, a cigar maker, is shown in the 1860 Federal Census as age 26, b. abt 1834, living in Baltimore Ward 7, Baltimore, Maryland with wife, Eliza A.[Ann], age 21, b. abt 1839, James O., son, age 12, Mary E., dau, age 2 and Ann Coleman, age 59. Relationship is not shown but this is probably his mother-in-law.

Unconfirmed on-line genealogy indicates Andrew died as a POW 28 Feb 1864 in Richmond, Virginia. He is shown as son of John Briscoe and Margaret Roberts.

William Thomas Briscoe is shown as b. 20 Jan 1821, d. 15 Jun 1897, married Sarah Ann Thompson 1819-1898, and he was son of Philip Briscoe, 1786-1842, and Maria Thompson, 1796-1863, from Chaptico, St. Mary's County, Maryland. William had brothers Philip, 1827, James Thompson, 1828, John Hanson, 1830, Gustavus Brown, 1832, and Edward Taylor, 1835. Sisters were Lucretia Leeds, 1818, Rachel Ann, 1826, and Elizabeeth Ellen, 1837.
