Based on the recently placed government markers at Topeka Cemetery, I read that paragraph differently than I should have. The two graves are for deaths well before 2001--Confederate veterans who died early in the 20th century--and they did have family markers on both graves. Neither family marker referred to the veteran's war service; perhaps that's the key. Either that or someone paid for the stones privately, or--heaven forbid--someone told a little white lie to get the government markers.
So I would certainly go ahead and check into it anyway.
