Governor Magoffin has always been a bit of an historical enigma for me. He had an impossible task with the diverging views in the state. His was one of those "damned if you do, damned if you don't" leadership roles.
I have not reviewed his papers but may do so at some point.
My recent interest has involved those early skirmishes in Ballard/Carlisle County. I appears that they may have been more organized than I had originally suspected. I just found out that from July 1861, the US Army had some 31,000 men stationed in and around Cairo, IL and Birds Point, MO.
