Early Invasion of KY by 8th Ind Inf USA

On August 25, 1861, Colonel R.J.Oglesby telegraphed Gen. Fremont saying that he was to receive a "deputation" by the Governor Magoffin of KY. Said deputation was to allow him to go up the Tennessee River and into KY.

Does anyone have any evidence that Oglesby and or any other Union Soldiers moved into KY at this early date pursuant to this supposed Deputation.

This all took place in response to the capture and cofiscation of "little steamer W.B. Terry" docked at Paducah,KY.
