Confederate Citizenship for Foreign Enlistees

I have, today, found a transcription of a document issued to a sailor, born in the United Kingdom, which gave this sailor full citizenship rights as a Confederate citizen, after he enlisted aboard the Confederate cruiser, the CSS GEORGIA, by the commander of this vessel. This is the first time I have seen such an item, and the first I have known of such a process. It may indicate that all, or perhaps most of those persons who enlisted aboard the cruisers, from foreign ports (or from another vessel), were almost certainly given immediate citizenship of the Confederate states on enlisting in Confederate service.
In this case the sailor was Francis Glassbrook, who enlisted aboard the GEORGIA, and served throughout her short cruise. Glassbrook was married, but he only lived a short time after the end of the war, and died at Liverpool, where he is buried.
The transcription of this document, signed by Maury, the commander of the GEORGIA, is included in one of the volumes of the ALABAMA CLAIMS series.
I had not previously known of such full citizenship rights being granted to sailors who enlisted, from foreign ports, aboard any of the cruisers, and I am not aware if this was a common practise.
