Could his surname have been misspelt, and perhaps that is why they could not locate it? Have you indicated, to the National Archives, to try alternative spellings of the surname, such as Traynor, Trainor, etc.? We all know that government departments don't try these logical methods, unless forced to do so, yet they charge through the nose for their services.
