Dennis: By that time in the war, Martinsburg was mostly a Union town. Some of the locals may have helped with rounding up deserters. Some of the men had scouted for Banks in '62 and later helped to guide Union cavalry. The most notable, Thomas Noakes, helped the cavalry to escape from Harpers Ferry before it fell to SW Jackson.
