The Maryland in the Civil War Message Board

I have a question. I was listening to the radio, here in the DC/Metro area and someone said something that blew my mind. I've been trying to confirm it, but I can find no information to back it up. Any help to confirm or deny it would be most appreciated.

I heard that the confederate flag has 13 stars on it. 11 for the states that were members of the confederacy, and 2 extras: one for Missouri and one for Maryland, as it was assumed they were going to join, as well.

The story gets wackier. Maryland was GOING to secede but somehow Lincoln blocked the vote (either by locking people up or some other method, I don't remember) so they remained a part of the union. Lincoln did this because he feared that DC being surrounded on both sides by confederate states.

I just want someone to tell me whether this is true or not. It would be another zippy little thing about the Civil War, and I am a Civil War fanatic. I do not, however, want to run around spouting off untrue anecdotes.
