Does the marker state when it was placed, and what organization was responsible?

After the war sentiment in states like Indiana ran strongly against allowing any memorial or marker like this for Confederate soldiers. Sentiment eventually dictated policy on earlier national battlefield parks, where Confederate markers eventually allowed, but not anywhere near those of Federal military units.

I would guess the monument dates from the early 20th century.
