After the collapse of the Dix-Hill Cartel in July 1863, all exchanges were by special order from the War Department in Washington. Periodically, surgeons and chaplains would be paroled and sent south for exchange, sometimes in conjunction with shipments of sick and debilitated prisoners, sometimes not.
