My best advice is to keep looking.
If the records got as far as the National Archives, it may be there.
I searched everywhere for my CSA ancestor and finally found all of his information in a book written
by a lady who had gone to the National Archives, but it only related to the state of Arkansas.
You may need to go to the nearest branch library ran by the Latter Day Saints to see what they have.
It may even help if you read some censuses.
