Yes. I have not encountered any government "dossier" photos being taken of anyone. Photos cost money and one of the primary objectives of the United States War Department was to save government money, the ration reduction programs being a prime example. They were satisfied with a description of the men: name, unit of service, age, county of residence, height, hair & eye color, and complexion plus a signature when they could get one.
