In "North Carolina 1890 Civil War Veterans Census" by Sandra Lee Almasy, I found the following: Burke County, NC, page 1, ED #54, Silver Creek, G. F. Chase Enumerator.

House #222, Family #225 Ransom L. Rich, Landsman, Navy, Montgomery, 1863 to 1865, 2 years, "Discharge papers in hand, Blake Person, agent."

House #225, Family #228 Andrew J. Epley, Navy, Montgomery, 1863 to June 1865, 1 yr 6 mo, P.O. Bridgewater, "Discharge papers"

Rich and Epley were related by marriage. The census was authorized to enumerate ONLY SURVIVORS AND WIDOWS OF THE UNION FORCES, but some enumerators exceeded their instructions...they also listed many confederates. The entries for Rich and Epley were not marked as confederate, tho I believe they were. There must have been a CS naval base in or near Montgomery. (RICH was a brother to my grandfather.)
