I haven't been able to locate the full text of Abandoned Shipwreck Act (Pub.L. 100-298; 43 U.S.C. 2101-2106). I do notice, from extract of what text is out there on the net, that military vessels remain under the jurisdiction of commissioning country. There is no mention of status of wreck if human remains are present.
