Precedence for toddlers given what appears to be an unreasonable amount of authority for their age goes back through the ages. All of the precedence seems to be limited to Royalty. Kaiser Wilhem was given the fleet before he was strong enough to weild the sword that was badge of office. It seems odd that Barron should have been given such office in what ostensably was a democratic society.
