Recommendations on format for book on Conf. Marine

Hello! My family has the letters written by Lieut. John L. Rapier who was in the LA Foot Rifles and then later the Confederate Marines. I'm starting to tackle the prospect of geting these letters published and am wondering what, in your opinion, is the best way to handle it? Either as straight copies of the letters (with annotations on names and places for clarification), or maybe start with a letter each chapter and then explore the larger picture around him/explain more of what's going on so as to give context to the letter and give transition to the next one if needed? Or, just do a straight bio with quotes from the letters where relevant, with an Appendix with all the letters? Thanks!
