I believe the gentleman was referring to percussion fuses which were meant to go off on impact with a solid object with a hammer and anvil device inserted into the shell. Most of those shells used by the rebs in the pre assault bombardment were time fuses cut or punched to burn at a particular length of time which were meant to go off when the shell reached the vicinity of the union lines.
