Re: When did West Virginia come into use?

I have followed up a little on the use of "West" in dispatches from Confederate officers in the Official Records. Clearly there was some postwar editorializing by the eidtors of R. R. R. E. Lee wrote Secretary of War Randolph on 23 Sep 62, from his headquarters "near Martinsburg, W. Va," per O. R., 19, pt. 2, p. 622. Lee, the Virginian, would NEVER have used the term in any correspondence. It clearly is something added by the editors when this volume was produced in the 1890's. If the editors baulderized this, what else in O. R. got editorially corrected? Volume 19 is full of examples of this type of editing. Was this an innocent way of trying to up-date the 1860's messages to the reality of the 1890 maps, or was it an example of 1890's political correctness?
