Sounds like you may have an Interim Deposit Receipt from the CS Depositary at Staunton. A.F. Kinney was the Depositary. Most Staunton certificates are scarce as Kinney's records, and cancelled certificates were burned on a federal raid on the railroad while the records were in transit to Richmond.
You might check the 1860 Census for Peerce. He was an older man and may have had some wealth and could have been exchanging his old issue of Confederate currency for the new issue or perhaps purchasing bonds which were not yet available.
