Veteran Volunteers actually referred to two groups of men:

1. Soldiers who had been in numerous battles and campaigns who were rewarded with special furloughs - as in the case you sited

and

2. Elderly veterans who were either too old for combat or severely handicapped but volunteered to be used as guards and watchmen
