would indicate to me one of two things: If there were both a David and a Daniel, brothers, or Daniel/David were the same person.
I would tend to go with David T. Hoover since the records show he has a pension application with the State of Ohio, showing he served in Co C, 18th Ohio Inf (new), filed 1890 Feb 6 Application # 753561, Certificate # 862656.
I don't think he is the 10 year old shown in the 1860 Federal Census unless his age is wrong.
