If I understand your question correctly, the point about traveling to Camp Dennison is irrelevant because the Charles Lester your refer to enlisted in August of 1864 and not 1861 when the regiment was formed. By fall of 1864 the 4th OVC had already been veteranized (maintained its identity by the re-enlistment of it veterans), furloughed home (reward for re-enlisting) amd returned to active service in the Army of the Cumberland.

By 1864 the days of recruiting officers and new volunteers filling the ranks of depleted men were pretty much over. Draftees and bounty enlistments were the method by then. In many areas of Ohio, new recruits were not going to local regiments, but in fact were being sent in groups to areas like Nashville, Chattanooga and Atlanta and were then assigned to regiments who needed bodies. Recruits from all over Ohio wound up in units raised in other communities.
