Thought you might find this info from my data base interesting

Stockton’s Independent Infantry Regiment a.k.a. 16th Michigan Volunteer Infantry Regiment (formed after the 5th Michigan Volunteer Infantry Regiment); was formed outside of the state government’s control, directly under the Secretary of Defense. The state apparently was reluctant to supply the uniforms and the federal government appears to have supplied the first uniforms. These uniforms were manufactured in Cincinnati.

Photographs show nine button roundabout jackets with small standing collar. The jackets were without epaulets. There may have been buttons on sleeves (some seen to have two buttons and some seen to have none) and perhaps even dark trim (the photos are not clear enough to be sure). Moderately loose dark blue trousers without NCO stripes were worn. Later photographs show light blue trousers. Dark hats were worn but dark kepis were also seen.

The regiment departed the state with few if any uniforms and the uniforms were sent to Washington DC to meet up with the regiment. An unidentified Detroit newspaper clipping from September 1861 gives the newly issued uniform as dark blue coats and pants, a black felt hat and light blue overcoats. They are much more handsome than the common blue or gray uniforms, provided for the other regiments and said to be more durable. It appears that the regiment left Michigan without arms and received them after departing.
