Smugglers and deserters along the Potomac

On January 18, 1863 Captain Mann of the Oneida Cavalry was ordered by General Buford to take his company and a detachment of the 4th US Cavalry to the Maryland side of the Potomac River to hunt and apprehend smugglers and deserters. The unit patroled the area between Liverpool Point and Point Lookout. Does anyone have any details or information concerning this event or activities in this region?
