Keith... Lots of unresearched (or at least collated) information on the amount of material and valuables that enterprising, and unscrupulus officers removed from Missouri, Arkansas and Indian Territory. Not being as familiar with this aspect there are a couple of interesting references, and C.R. Jennison, the "Red Leg" Scouts, are all mentioned. Sidney Clarke, secretary to James H. Lane, kept a significant amount of detail on many of these activities which are referenced in his papers at the University of Oklahoma. Quartermaster reports, such as those of Captain Gaylord (ancestor to the Gaylord newspaper empire in Oklahoma City and the Gaylord hotels) posted at Fort Gibson would also be great leads.

One incident I recall was Colonel William Weer, accusing General James G. Blount of stealing cotton and collecting it at Fort Smith in 1863-4. Weer claimed there was a ring of theives headed up by Blunt.

This activity was a definite step above common jayhawking, more like organized crime.
