Thanks Blair. That makes sense. From what I was reading, it looked like two different units but I couldn't find enough info to be sure.

The "written later" scenario might be the case. I just recalled reading that after the war, or perhaps when the documents for the ORs were being gathered, Williams discovered that they had no reports for his regiment. He gathered reports -- I suppose from his own personal papers -- and submitted them to the War Dept. It could be that he or an assistant transcribed Ross' report to Williams long after the war and used the wrong designation. I beleive this is in the Adj Gen's Report of the State of KS.
