Were soldiers mustered-in close to home?

I was under the impression that soldiers were mustered-in fairly close to home. Regiments therefore were made-up of soldiers from the same general geographical area, i.e. the same county or adjacent counties. Is this the case in Indiana? Or is it possible that a soldier from St. Joseph Co., could have been mustered into a Regiment organized in Evansville-even though he did not live in the area?
