Hello! I am the Cranford (NJ) Township Historian and I also have an extensive personal collection of Spanish-American War memoribilia.
For what its worth, I recently purchased from an ephemera dealer in New Baltimore, NY a book titled Constitution and Rules and Regulations of the United Spanish War Veterans. Inside the front cover is a rubber-stamped logo for the Sons of Union Veterans, and a pasted-in address label for "Argus E. Ogborn, Colonel, S.V.R. (Ret.), 258 North 22 Street, Richmond, In. 47374." I assume this book was in his personal library or in the Sons' library.
