Civil War burials

I recently discovered that an ancestor, my 3rd great grandfather, fought and died during his service in the Civil War. While his name in on a Civil War monument dedicated to those who served from Stephenson County, IL, there isn't an individual gravestone that I have been able to locate. He died in TN according to pension papers and because he drowned, his body was never retrieved and buried. I have heard there is a veteran program that will see to it that a marker is placed in whatever cemetery the family requests for that person who served. Is anyone familiar with the program and how I should begin the process of memorializing my ancestor?
