That's a little mysterious. Are you pretty convinced the diary's (or is it letters?) authentic? If so, then post this guy's name and company and see if anyone can help sort out any of his a.k.a.s. Frederick H. Dyer, who compiled the "Compendium of the War of the Rebellion" (1909) fought under the name "F. H. Metzger". I wouldn't give up on this guy, just yet.
The "Supplement to the O.R." (Pt. 2) is a 80-odd volume transcription of all "Record of Events" ("R.o.E.") cards prepared in the later 19th century by pension bureau clerks from original muster rolls and monthly reports. These printed transcriptions were edited by Janet B. Hewett and a cadre of associate editors in the 1990s. My understanding is the set won't be sold as separate volumes, and the set costs $1000s (clearly, it's mainly for libraries). Neither is it available on CD or the internet (as I understand). You can buy 8mm microfilms of the "R.o.E" cards from the National Archives, but the film prices are now pretty high. HOWEVER, the published set ought to be available in University libraries in Memphis, or Little Rock, or perhaps even closer. By the way, the publisher is Broadfoot Publishing, Wilmington NC. As a cautionary note, Hewett's / Broadfoot's published version encorporates ALL the scriptographic errors made when the original documents were copied to the "R.o.E." cards 100+ years ago, plus adds a few more typos. Still, it's medium-well indexed (4 or 5 MASSIVE index vols.) and well worth tracking a library w/in driving distance that has a set.
As for the states Adjutant Generals' reports, again they're likely "big library" items. Many G.A.R. posts collected sets of state A-G reports from all over, and there were scores - hundreds of G.A.R. posts per state (tho not so much the South). However, when the last vet in a post died it's not certain where all those reports went ; sometimes to a local or state historical organization. I found the Illinois volumes at the Historical Society, & stamped "G.A.R. collection."
