Jim,
I am not sure as to the answer to that question, but it seems to me that many of those men would have been taken prisioner during the middle and late months of 1862 at Donelson, Island #10, etc. I suppose that many of those men would have come north with not much in the way of clothing and other comforts to survive the cold winter. As we know many of them died there. Many due to malfesence of the administration of the camp. On the other hand, I am sure there would be lots of surplus federal clothing and I suppose or choose to think that some kind souls would have distrubuted it to the men with out any clothing or to those who had only rags.
Some more observations about that photo. What caught my eye was the barracks that they were housed in. They look to be pretty nice. I notice they have brick chimney's for the heating stove. On the barracks to the left we can see another pipe extending up that goes up above the roof line. I would guess that it is a flue pipe for the cookstove (just guessing). In the shadow in the left front of the photo was can see what looks like the shadow of another flue pipe. I assume that each barrack might have had a heating stove plus a cook stove. On the outside we can see a soffit and fascia system meaning that the building was tight as far the weather was concerned. Notice the men on the porches of the building.
I know that the camp has a bad reputation but it looks like someone was trying to provide. They lived on short rations in retaliation to the nourishment that the Federal troops were supposedly recieving in the southern camps. Whether this is true or not, I don't know. The reble army did not eat to well either from what I have read so I guess the south did the best they could.
