Louisville Military Prison

Ladies and Gentlemen,

It appears that Louisville Military Prison was the point at which it was determined if a Confederate Prisoner of War was separated from everyone else and allowed to take the Oath of Allegiance and allowed to stay north of the Ohio River or they were continued on into the prison system. Was there criteria that was outlined when it was determined that a prisoner was allowed to just stay north of the Ohio River or was it purely subjective to the Provost Marshal at Louisville.
