I am still doing research on these flags. I have been told the 16 1/2 Comissioning Pennant would have been on a gunboat, and the larger blue flag with the white eagle was from a larger revenue cutter. I guess I need to find the connection between John Perry Willets and where he could have gotten this revenue cutter flag. I will be contacting the National Archives to get this guys service record. That should provide answers to exactly where these flags likely originated. Neither has a ships name on it. The Commissioning pennant has the name "J P Willets 1863". The J P W is sewn in period black thread which was dyed with iron oxides which has made the black thread used a bit brittle, and the rest of the "illets 1863" was written in old ink. I sure would like to know if anyone has additional information. Thanks!
