Coal Torpedoes and blockade runners

The ORN contains the statement of Joseph Leuty, a refugee from Richmond, who had been engaged in making coal torpedoes for the Confederates. He claims that rebel blockade runners were to be provided with coal torpedoes, to throw in their own boilers if captured (presumably, to scuttle them).

I don't know if this makes economic sense. Would a captured blockade runner lose his vessel or just the cargo? Maybe Leuty misunderstood plans to put coal torpedoes in the fuel for the Union blockading vessels. In any event, maybe this is the source of the rumors that the Union was using coal torpedoes against the blockade.
