I don't have time to read all these questions but I do have your answers. I was one of the divers who located the Huntsville and Tuscaloosa in 1985. I talked to Sid Schell a few months before he died several years ago and he still had not been able to secure the funding needed, but that doesn't mean we cant do it now. Sid and Bill Armstead did a lot of research on these vessels and we located them in the area that a National Archives map showed them to be sunk in. The big problem is funding. The state doesn't have it but again, it can be done. When I was child we brought the USS Alabama to Mobile in a large part due to the school kids donating a dollar per child. I have a lot of info on these vessels and will share with those who are serious abut raising them. We had a professional archaeologist who did a lot of underwater measurements on them and they are definitely the CSS Huntsville and CSS Tuscaloosa. I actually felt the 45 degree iron slope on the Tuscaloosa during one dive.My cell number is 251-359-8787. Call if you you'd like to be in on a new effort to raise them.
