Executive responce to Charles K. Prioleau

I've found several references to the proposed purchase of the British East India Company that had become surplus to the needs of the British government in 1861. Charles K. Prioleau tendered an offer to purchase the vessels, estimated cost of purchase of $10,000,000.00, through the firm of Trenholm, Fraser & Co. The idea was rejected by the Confederate government, a tender being offered to the government by a buisness associate of Prioleau's, William L. Trenholm, son of Prioleau's partner, George A. Trenholm.

I have found no reference to the content of the rejection of the tender, nor reference to the party speking for the Confederate government. Does anyone know of the substance of the Confederate rejection of the offer and where it may be found? Regards
