A friend has this pennant that is 14 feet long by 2.5 feet wide. It's rectangle. There are three strips...red, white, red. There are 12 white stars in a circle and one in the center. The stars are on a back ground of blue.
Can any one tell me what this is and the date. The friend thinks it a port entry Pennant.
