Hello, Gordon- It's freezing here in Florida at the moment and I have some free time, some of which I applied to your enquiry. During the course of the research I discovered that the USS Vanderbilt had logged more sea-miles than any other vessel on record and probably performed more various work than many. She was built in Green Point, N.Y. as personal transportation for money-bag Cornelius Vanderbilt and ended her days in the Med as a coal hulk in the 1890's.

The information you seek is available in "The Neutrality of Great Britian" by Bernard. It is internet available through Google Books. I've just perused the items pertinent to the October 30, 1863 incident regarding the Bark Saxon, but the entire volume is on the favorites list for a future read. Period document of primary documentation.

I discovered mention of an incident of interest during research regarding the Saxon, who was known to put into Ireland.:

Mr. Daniel Shea, proprietor of a spirit store on Main Street, Killarney, Ireland, was summoned for having "hung out and displayed" a Federal flag on 26th and 27th June, 1863. This was in violation of certain illegal assemblies statutes. The case was dismissed after being heard.
