When it indicates that Nibbe was accredited to New York, it only means that he served from that State. G.O. #59 is the General Order number that his medal was issued under, and the date it was issued to him. The Library of Congress may have the publication of Naval Circulars and General Orders which should contain this particular G.O. Otherwise try the Navy Department Historical Foundation.
