More likely to be equivalent to a private first class, as an "ordinary seaman" was a rank given to personnel who had some knowledge of sea going activities, compared to a "landsman" who, as the term indicates, was one who had joined the Navy without any knowledge whatsoever, and who needed a period of schooling, before qualifying for the rank of "seaman" or "ordinary seaman."
