Per Selfridge's admission in his memoirs, the Cairo "found" two torpedoes and hence the extensive damage. The "other" damage was during her salvage. Ed Bearss gave a talk on the Civil War Confederence and subtitled it, "How not to raise a ship." Ed says they should have built a cofferdam around it so as to drain the water. They then could have disassembled her piece by piece for preservation. The National Park Service had no funds and had to raise $ and take donations and volunteer work whereever it could.
