I've been toying with the navy idea for a couple of years. And the main problem with me and like you have stated is, there is no one or nothing close to us. I live just north of Atlanta (Cartersville) a rich area of campaigning during the CW.
The blue water for me is farther than for you. And so is the Naval Museum in Columbus, which, by the way, is a great place and Bruce Smith is very knowledgable and helpful with research.
I am working on a Confederate Lt.'s uniform right now for the upcoming event at Fort Pulaski next March. It will be probably the one and only time I will be able to wear it.
I would eventually like to build something like a launch, i.e. the one in the Naval Museum in Columbus for the Hartford, which you would be able to use at some events. But, only time will tell. Keep at it and you might even try to start your own group.
