Mound City was not actually a Naval Yard but a Naval Station. There are two photographs of the facility in volume 2 of the IMAGE OF WAR series. I have another photograph in my collection, which is similar to one of those in the IOW, but taken either a few minutes before, or after. The Naval Official Records does include quite a bit on the facility, but you would need to consult several different volumes of the series, to locate the information.
