Hugh was described as "a good Union Man", but many of the citizens at Paducah were on the Confederate side even though Kentucky was neutral. I bet these people spent more in attorney and court fees than what Hugh's portion of the boat was worth in the first place.

The Federal gov. seemed to always have a way out of paying private citizens hired by them anyway.
